I have 2 problems that I was hoping you guys could help me out on.

1. I just got shogun 2 and rome total war and shogun runs great but rome is just unplayable on my sig rig I get 12 fps in medium battles? right now im running it at 1920x1200 (it doesn't support 2560x1600) and max settings. in msi afterburner it says that only 25% of one of my gpus is being stressed and ill only be getting 20 fps.

2. I have a laptop with an nvidia 310m and a 1.6ghz old i3 and I cant run tf2 at above 30 fps when there are people on the map, I think it my processor is bottle necking it be cause even on max setting on 1366x768 I get 50 fps max (gpu at 100%) but when I look near the combat it slows to 20 fps with 40% usage. Any changes so that I can play css and tf2 on this laptop?

for TF2 its your CPU, 1.6 isn't going to cut it. Source games are cpu dependent
