New laptop, Now Slow internet Gurus needed

So My friend tells me that ever since the guy they rent to got a laptop that the internet is super slow on his Desktop.

I already had to change some settings on his Router because that laptop somehow made the Wii's internet useless.

I tell him that Maybe this person is Downloading a lot of big files or streams too much videos.

he says that it is almost all the time that his FiOS connection Flops down to the 60's or 50kbs.

Could it be another setting i need to adjust in the Router or am I right about the usage of the new laptop?

I would check the router and make sure I could identify any and all devices connected to the router. If none of them seem suspicious then I would definitely be looking into which computer is pulling down a lot of bandwidth. I would disallow all devices via the router add them back one by one testing connection each time. If indeed it is the laptop causing the problem, then I would tell the guy to chill out a bit and or use any filtering, throttling capabilities that exist on the router.

could be a weird case of QoS kicking in, if hes streaming something or downloading crap router could be giving in priority over everything else.
If all else fails just ask him if hes downloading stuff if so, just ask him to limit the usage so it doesn't murder everyone else's connection.

I will check it out tomorrow. See if there is anything related to QOS unless this is something directely from the ISP

I will also use my laptop and do some Controlled Experimenting while this guy is out of the house working.

I think its extremely wierd that any of this is a happening.

Also Last time i tried to log in to the router, if you press a key it enters 3 characters outomatically. is there something wrong with the router? this happens with any computer.
