problem with sapphire radeon hd 5770 fan

Hi,
last year i bought a sapphire radeon hd 5770 card.It was running fine from that day. But yesterday I was trying to update my driver from 11.8 to 11.9 package.When I uninstalled the 11.8 driver the fan started to make very loud noise as if it was in 100% speed.Even after installing the new driver the noise remains.though the noise have decreased but Its still annoying.
The strange thing is when I start my pc, the fan starts very loudly and slows down when logged into windows.GPU temp and fan speed is normal like before.
At idle temp is 41 degree and fan speed is 35% (auto).I have never overclocked my GPU and fan speed control has always been kept auto.
so,is it a hardware or a software problem.have I messed up my gpu bios somehow?bcuz the broblem started by uninstalling the driver.I even uninstalled and installed my OS(win7x64).but so far nothing helped.

you didn't mess up the bios because the only way to change the bios is with winflashATI or similar programs. You could try checking the ATI website to get the newest driver/CCC version sometimes windows update gets a bad driver.

But I didn't update my windows.and newest driver didn't help. the sound coming from my gpu is like an old 56k modem.
but why is the noise so loud when I'm not logged into windows?
you have the same card,have you experienced something like that before?
