I get a stable 4Ghz using a Hyper 212+ with my i7 860, though I need to disable HT to control temps (essentially making it a i5 760). I run FSX (a VERY cpu intensive sim/game) using this OC, and it'll bounce around in the mid to upper 60s c (even with using a single cooler fan). There are definitely better coolers, but for the money nothing touches what the Hyper 212+ can do, plus it doesn't weigh a lot nor block memory slots. A new version, Hyper 212 evo, is a little better, but those 212+ sale prices are just too good a deal to justify getting the evo. Just something else to consider...

The A70 is your best bet in terms of performance/$$ I have one in my sig rig and it's keeping my 2500k at 4.9ghz at 65C load.

My h70 barely keep my i5 750 below 80 during Prime95 and below 88 during IBT at 4,1|GHz but then again my ambiant temp are crazy as i live in brasil and i have no AC in the room i am. So depending of your ambiant temp you would be good.

I see a 20 degree difference from summer to winter here.
