Budget is $700 not sure if that's enough. I also plan on buying a midi guitar soon so it must support midi.

For playback, get a nice USB DAC, not a sound card if audio quality is what you want.

Audio quality is what I want. The problem I'm facing right now is when having too many effects in my mixer the track would begin to lag and I get this crackling pop noise. Will a USB DAC eliminate that?

How many channels do you need? For $700 you won't get much better quality than say, a $300 interface, but more channels.

If it's less than 4 out 2 in, get the Focusrite Saffire 6 USB. http://goo.gl/7bilP

Has 2 inputs (interchangeable for microphone or instrument input) with good (some say stellar) preamps.

2 Midi, a 1/4" headphone, 2 balanced 1/4's for monitors and 4 rca outputs (first 2 mimic the 1/4 monitor outs)

I'm not sure how many channels I need. All I'd like is the ability to have smooth playback and room for a midi guitar. I've heard people talking about latency does this interface play well with windows 7 ?

That is because both of those options are practically antique, in the computer or audio world.

Step 1) Figure out how many channels you need.

For professional recording production you should be looking at ProTools and USB interfaces. But ProTools ain't cheap. Neither are USB DAC/recording interfaces. If all you want to do is mess around on guitar, you may be able to get away with an M-Audio Mbox USB interface @$500 or so with ProTools.

............frankly , if you dont know what I/O you need , i dont think its good idea to spend 700$ on advanced product

anyway....as i said the HT Omega and M Audio are the best choice for amateurs , otherwise you can get one of those ESI products like those:
