Wrong, boards with the nf200 chip allow x16/x16.
There are currently 6 P67 and Z68 boards that allow x16/x16 setups.

Hmm, I'm confused as to why it isn't working as well brkbeat. If your 3rd PCIe slot is empty it should be giving u full x16/x16 in the pcie1 and pcie2 slots.

Diagnosis steps:-

0) If you are using GPU-Z to check the x16/x8, be reminded sometimes some versions of GPU-Z just report inaccurately. Eg when a card makes the normal downclocking while idling, GPU-Z might report a drop of lane speed as well. So, better check the x16/x8 while stress testing.

This could also be caused by energy saving feature of some motherboards.

1) Make sure the 2 cards are installed as shown in pic below.

2) Make sure the SLI bridge is inserted tightly. Take it out and reinsert it again.

3) Take out the bottom card and see if the top card runs at x16 at its own slot (ie PCIEX16_1)

4) Take out the top card and see if the bottom card runs at x16 at its own slot (ie PCIEX16_2)

5) Try the lastest BIOS. If this fails, consider RMA the board.

Seen some other threads before. Try going into BIOS and disabling USB 3.0 turbo mode. Seems that has helped some people in the past.

Thanks, as stated in my OP, that has been attempted.

P67 / Z68 motherboards do not support dual x16. The only motherboards that support dual x16 are x58 motherboards, or motherboards with the NF200 chip -- only the asus MIVE has the NF200 as far as I know.

Do not fret, there is less than a 1% difference performance wise between dual x16 and x16/x8. Numerous websites have done benchmarks, and there isn't a difference really. I'll try to dig it up later, but I think tomshardware had a comparison.

edit: osnap, just reread the thread and realized your board does have the NF200. Disregard!

Edit: On Newegg it says your board can do 2@ x16, but I don't think that is correct. I am pretty sure it's a chipset limitation.
The MIVE Has an NF200 chip too.

Mine has the NF200 my friend. There is a caveat however, and that is no graphics switching. trust me, I knew what I was buying before I bought it, I am just trying to get it to work right now. Currently setting up a core i5 mac mini, super stoked about it, and will have to trouble shoot the cards while the server image is transferring to my new mac
\\

thanks for the help guys, will repost with results...

I did get 2500 in heaven benchmark tho

To be honest, I wouldn't worry at all.

Performance loss from 16x-16x to 8x-8x would be a most 1fps.

I understand, but at least for myself, and many others on here: I don't settle for so-so. It was advertised and designed to work @ x16/x16 so thats my expectation.
