Best way to clean a reference blower style heatsink, without water, is to blow air in through the back so the dust that has been caught by the fins inside goes out through the fan.
Most vacuum cleaners aren't string enough to suck the dust out, but if you have, or can improvise a blower attachment, it should work if you blast it out from the cards exhaust area.
Non reference coolers are usually a bit easier to clean.

I would check gpu cooler contact, and make sure you have enough airflow (to test if temps decrease, leave side panel open)
You may well have a completely different cooler than the OP, making temps impossible to directly compare.
