Higher RAM speed decrease CPU bottlenecking ?

So from what i can see in all the Memory reviews higher memory speed gives more fps specially at low resolution gaming.
Does it means that it decrease CPU bottlenecking ?

when the cpu bottleneck the gpu on low resolution's or on CF/SLI setups

I think higher memory speed increase the CPU preformance and reduce the bottlenecking coused by the CPU.
