Look at my system below. You can play with different motherboard and GPU.

Take into mind that the 1156 i3's can overclock like crazy and all the Sandy i3's are locked.

Then OP would need to invest in higher level of motherboard and HSF, which would increase the price tag.

does your friend want to overclock, and what is his max budget? It's hard to recommend a gpu without knowing how much money he has to spend.

Also, what resolution will he be playing at? That can factor into GPU decisions as well.

amd for "budget", intel/nvidia for performance. imo.

but well, GTX460 is surely a great card for its price. recommended.

You can get a cheap i3-530, an H55 motherboard (or a hella good used P55 motherboard) and 4 GB RAM, OC that thing to it's best (4 GHz+) and that'd beat a SB i3. Those are locked, and with BCLK OCing at best you could get 5-6% increase, which isn't noticeable. And to do any OC you need to have a P67 chipset and not an H61/H65, unlike Clarkdales which you can OC on an H55 chipset.

A GTX 460/GTX 560 Ti would be a good bang-for-buck card, and more than enough for above-average settings on any game.

I can play all the games i play @ 1080p at least with 30-40 FPS's with my current rig. Hell, from the benches on my sig rig you can see that the best pick you could do for gaming is a good GPU instead of a CPU.

You can definitely do BCLK OC on H61. My ASUS board allows me to adjust BCLK in BIOS. You can also adjust clock ratio (multipliers) in H61, just not increasing it beyond stock ratio.

How high can to OC it though? I've heard people weren't able to push it very far. I'd be interested in hearing about it if you've had success.
