definitely water cooling. get 2 6970's or 2 580's remember to get enough vram! 2 monitors at least. 120hz. you dont need 1 tb ssd. its really not worth it even if you dont have a budget limit. do raid 0 on like 3 ssd. id say 120gb is good. since ram is so cheap it really doesnt matter if you get 8GB or 16GB, but if your gaming you really only need 8 gb.
i dont recommend dual gpu's as they're really just two underclocked gpu's put together.
you'll get more performance by actually getting to physical cards

990x? I'm all for a big budget build, but at some point you're just wasting the guy's money. It is his friend who he's building it for, why blow the cash on something that he'll never experience any gains in games for? His i5 would work well. i7-2600k might work a little better. But barely.

do not listen to this person. he is clearly misinformed. 990x is totally worthless in gaming. if you do stuff that can actually take advantage of hyperthreading like photosho then go for it. if you aren't dont waste your money. 2600k is basically just a 2500k but better at stuff with hyperthreading. for gaming the 2500k is perfect. also there is nothing wrong with overclocking over 4.5ghz as long as you have proper cooling and the card you get isn't crap. since op says there's no budget, he can most definitely afford a good water cooled system.
if your overclocking, i'd say the bottle neck will probably completely dissapear at 5ghz. although 4.6-4.8 would be good enough. just remember to not go over 1.4v unless you have very low temps

If your friend has no budget limit get the ASUS MARS II Video card from Nvidia its 2 GTX 580 in 1 card for $1500 and prolly wait for Sandybridge Extreme 3960X EE CPU plus the liquid cooler from Intel and the X79 motherboards

again you said no budget limit right?

If your *friend* really has NO budget limit then he should get

1. 2 (TWO) ASUS MARS II VIDEO CARD its 2 GTX 580 in a single card combo so he can SLI it

2. Intel I7 3960X Extreme Edition plus the Intel CPU liquid cooler for it

3. One of the X79 upcoming motherboards

Again you said NO limit so I suggested the best

i have the 990x i never reached actually 50% to buy it for my freind then the z68 is upgradable to ivy and ssd cacheing and i think i will take the 120ssd in raid 0 and i will cool the cpu with h100 and the 6990 is 4gb in 3 screens in portrait andi think i will take the i5 because its enough and i will take an ivy when its out so thanks for all the help from you guys

that looks a lot better. but just crossfire 2 6990's if you're running eyefinity and be done with it.

if i was your friend though, i'd wait for Sandy Bridge-E. should be out next month. Going z68 and then Ivy is a good route though. that's probably all he needs, but you did say no budget.
