Why is there a difference in your opinion? From what I see only select few can get what you posted for 128GB while 99% of others fall into the other group.
Most can get higher if all power saving features are disabled. Variances depend on the drive itself, the motherboard design, and simply all system settings (BIOS and OS).
128GB M4 drives have a different NAND than the 256GB M4 drives I believe I read before (not sure) and the 256Gb models use a 8KB NAND page size as well, thus different speeds.
I've tried to raise my 4k reads every possible way I can think of and cannot, OCing does nothing .. obviously I don't run with max. power-savings on. I only get 24-25MB/s.
You have a RAID array of 2 256GB M4s right? Or is it 2 128GB M4s? If 2 256GB drives then that is good, if 2 128GB drives still OK, but can be better, possibly enable write back caching for the array and Enable Write Caching in windows in device manager (if it lets you).
Intel speed step, C1E support, C STATES, need to be disabled. Also, it may help to run prime 95 on one core/thread when benchmarking your drive(s) too.
