It wouldn't surprise me if you can run it on a 650w PSU tbh. You can run xfire 6950's on a 650w psu without problems.

Normally yes, but with my 850W, I was close to the limit due to all the extra stuff in the system. So when I got a 6990, the extra power required took me over the the limit and caused power related issues. Thus a PSU upgrade was required.

Because the extra horsepower you get with the 6970's isn't worth the extra money.

Also, you might be able to unlock a 6950 to a 6970

Just on metro 2033 with settings on high and everything maxed out, Metro gets 7fps more.

To top it off, if you're buying new you can get 2x 6950's at a cheaper cost than a single 6990. Also, the power consumption and noise is a lot higher on a 6990.

Basically you are trading the extra PCI-E slot for a power hungry heat producing beast. If you have slots to spare then trifire some 6950s->unlock to 6970s possibly. If you don't have slots to spare then get a 6990 and another 6970 or something.

How is it power hungry? You can xfire those on a 650w PSU. You can't xfire 580's on a 750w PSU.

In this situation, I would only get an HD 6990 if you were tight on space. I'd take two 6970's over a 6990. Two MSI Lightnings will overclock better on the stock cooler (which won't scream like the reference flagship card), and will give you a spare card in case one dies.
