ATI 5670 Cannot OC

My friend wanted a cheap pc so I got him a AMD XFX 5670

this one to be exact I chose it because it was the chepeast for performance and not only that it's GDDR5, 1GB of Memory
well anyways it performs well! but I tried to overclock it with any overclocking utilites even ones provided by AMD Catalyst and as soon as I overclock even if its 10mhz on the shader core or memory it freezes! and I have to manually reboot the PC
I checked the temps it keeps about 35c idle 60c load not hot at all, but why can I not overclock it? I've never had these issues with any cards even lower end ones.

1. Reset Afterburner and uninstall, when prompted to keep the settings, seleck "no" > restart (ignore if you are not using it)
2. Restore to Factory Default in CCC and Uninstall > restart
3. Install Catalyst 11.9 http://sites.amd.com/us/game/downloa...n_win7-64.aspx > restart

Select express uninstall/install for both instances.

I already did that but even with AMD Over drive or Catalyst "auto overclock" it freezes...

Clean all the drivers with this:

Uninstall Catalyst (select Express).

Atiman Uninstaller v.6.0.0.msi. Download LINK (Run it with administrator privilege. Some antivirus software will give a false positive. Let it restarts to complete the uninstallation).

Install Catalyst 11.9.

Alright I've tried it again seems that it is not able to overclock.

Oh now I found out it can't underclock either! the drivers crash... what could be wrong =|

I had the same problem but it was like i was stable at 1040 and then suddenly it became unstable after a few days currently m at 1015

His never overclocked to begin with out of the box.
