Might be a memory issue. If you can't get past the POST screen, it's probably a memory issue.

If you're doing a clean install of Windows and cannot install GPU drivers.. you probably need to RMA that card...

Just get it over with.

What is the BSOD code?

To read the BSOD code is to set the system not to auto restart, so you have the time to read the error code.

To disable auto restart follow this 1, 2, 3,......

excuse the crookedness. i wanted to make sure i got the entire bsod code both in the pic and clear enough to be legible

Well if you do need a new card, and can't get it figured out, a GTS 450 is a great choice for about 100$. You can also find 460s for about 140 now. If you're still liking ATI/AMD, you can find a 6790 for about 140$ (which will beat a gts 450 by a little bit) and a 6850 for around 150$. GL with your problem, unfortunately I can't offer much assistance in the field of BSODs and such.

That picture is dated back to 2007.

I don't know how you configured or customized your Windows, so this is just the things for you to try.

1. Remove all Windows customization and optimization.

2. Reset BIOS to default then load Optimized Default in BIOS (no CPU or RAM OC or editing BIOS set value).

3. Boot with only 1 stick of RAM see if any of them is faulty. Do not mix mismatched sticks. Test each stick.

4. Check disk for error, from commad prompt run sfc /scannow and chkdsk /r.

5. Catalyst Package need Windows components to work correctly such as VC++, .NETFrame, etc. Make sure to install all availabe from Windows Update. DO NOT INSTALL AMD GRAPHICS DRIVER FROM WINDOWS UPDATE.

Good lucks.

Edit:

Make sure your motherboard BIOS is the latest or update accordingly.

Update motherboard and chipset drivers too.

i took that pic 2 days ago, but just recently reinserted batteries after recharging them. thanks for the help[, unfortunately, none of these are the issue. checked ram even switched them out for other set, bios is up to date and set to default. undid all my overclocks, and i get this same issue with a diff hdd.
Mate, trust me that's an unstable memory overclock or a bad memory stick, not your card. When I used to try to overclock my BLCK to 225 it would give me that error. Test out your ram, try memtest for at least 6+ passes and see if it's stable.

can i run memtest in safemode?
