Exactly which motherboard? All AMD's CPU's have an adjustable multiplier, only BE CPU's can be raised above the stock level. So then you just raise the ref clock and lower the multipliers to get your desired speeds. Then you have to add voltage to the various components.

All Black Edition CPUs have an unlocked multiplier, so unless you screwed your CPU, the multiplier is unlocked... Try it in a new motherboard if you can, AM3 one with 790 Chipset... Most likely you will need to RMA the CPU if it keeps "locked"

Thanks y'all. I've finally figured it out after messing with my bios and constant restarting. If first when I was using AMD overclocker the multiplier wouldn't stay at the setting I put it. I don't know what I did, but it let me change the multiplier from 17 to 19. I wanna try 20 and go for 4 GHz, but I'm ma do some stress testing before I try that frequency.

If you are new to overclock take it easy... Make sure you follow the right steps and double check everything... You can never be too careful, unless you have the money for an extra chip.
