No worries. I understand completely but, unfortunately, there's no one here that can really help you as this would have to be done between the buyer and merchant. If you really wanted to get a hold of someone faster, you could try calling them but you would get international charges unless you used a VOIP service or something.

If you are gettting no where waiting on e-mail, try calling them and talking to a human maybe, instead of an automated response.

yeaa! I guess I have time; on average how long would it take to ship something from their warehouse/office to wherever it needs to be delivered? 1 week~?

Most companies wont ship to a address that is either not the billing address of the credit card mentioned or the registered address to that which is linked to the paypal account.

This is done to lower the amount of fraud cases that happens via the internet.

The end result if the vendor in question is if they shipped to the address not listed as the billing address, or registered address via paypal, a claim can be made and chargeback is highly possible.

I suggest you contact the company (Jab Tech) directly and explain to them your situation, they may ask the pal pal account holder or credit card holder to send proof of identity as a precaution.

If you haven't got response yet, look elsewhere. There are plenty shops States based.
