A new GPU is going to change absolutely nothing. WHat you need is more RAM and a better CPU. The board you're dealing with is a PLGA775 which is different than a LGA775. The devil is in the details here. From what I've foudn the best CPU he can get is an E6700 as it supports PLGA775.
You definitely need more RAM. Windows 7 64 eats RAM up like nothing. I'd recommend getting as much as your board will support (assuming 2GB, which is still not enough for win7). You need to do a better job at convincing him that a new build will be overall cheaper in the long run.
