It's a little bit of both. For pretty much all of modern transistor manufacturing, companies have continued shrinking planar transistors. The smaller they got, the harder it became to make them. It finally got so difficult at 22nm, that they needed a new way to design a transistor and the 3d transistor is the best performing solution that requires the highest initial investment. There is another way to make transistors smaller that is cheaper and easier to adapt to from the planar process, but it doesn't come with all the same benefits of 3d transistors.

From the fabrication point of view, 3d transistors are a pretty badass new technology that lets them continue to keep making things smaller.

From the consumer point of view, it's going to produce processors that use less power and/or clock higher. It remains to be seen exactly how much gain we are going to see, but its probably going to be on-par or slightly better than a normal transistor size shrink. It actually might be foolish to say "3d transistors AND 22nm" because in order to be 22nm, it has to be 3d transistors (or the other kind). This is the type of thing that they could never tell us and it wouldn't make a difference. The performance numbers will speak for themselves.

Why does this always happen to me?

I waited out Sandy until mid September because I was getting tired of my i7 950 and figured IB wouldn't be around until Q1-Q2 2012 and now they're talking about a 2011 release of IB a mere three months later? Grrr.

unless you are bottlenecked by raw cpu power (in which case you picked the wrong cpu to begin with) IB wont run anything any better then SB does
