Yes I second this reference 69xx cards are hard to come by. I ordered a visiontek 6950 from amazon that had a V1 card pictured and got the revised cooler.Good thing for you there is blocks for both types so you just gotta wait a little longer.

EDIT** Why is that card so cheap? Thats like cheaper then a 6950. Like $50 cheaper then any 2gb 6950. Price mistake? I'm not so sure that card will ever ship. Have fun overclocking in crossfire. What a nightmare. Hopefully it works for you but I had 2 his iceq 6950's. With one it was great. But with two I would get all kinds of errors with afterburner, trixx, nothing worked.

Come to find out it was a pretty known issue that I didn't know about. Everyone recommended that I flash the bios as I couldn't get any program to do voltage control without issues. Turns out the cards were flash locked. Hopefully this isn't the case for you. I got so fed up I returned them both, sold the blocks and grabbed a 580.

You're not going to get some of each. AMD changed the ref design... actually the current design is the original design. The Cayman cards were delayed at launch because Texas Instruments had some fab issues and were not able to meet supply. AMD then switched to the Volterra VRM parts at the last minute to get cards out, hence the delay and added costs to the consumer. They announced in Dec'10 that they were switching the reference design back to the original parts since supply is now stable.
