mrcooler how about you check if you used the right amount of thermal paste, should be like a rice grain in the middle of the CPU.
Be sure the heatsink is attached correctly to the CPU/motherboard.

while ur running ur pc push down on the cooler and watch ur temps

I found out the problem and its a wired one. when I unlock my cpu the temp sensors glitch and say that the cpu is much hotter that it actually is. when I locked it again the temps were low 20s idle and 41C load. I know its a glitch because when I lock/unlock the temp changes instantly not gradually like if it was actually getting hotter.
