Did you do a full display driver wipe prior to seating the second card before reinstalling CCC?

Yea I uninstalled all Drivers, then went to safe mode and used driver sweeper, then I installed new drivers with both cards inside

Could you take a screen shot of the two GPUs using GPU-Z side by side.

It says CF disabled on the 1st screen and the second screen has 2gpus enabled, is that normal???

Seems a bit odd to see 2 results, I had 6870 xfire and only had issues with it in rift. If you see no scaling in games it could be the game or a driver issue with 11.9, if all else fails I'd suggest trying radeonpro, and enabling afr for games, it helped me before.

How does radeonpro work and what does it do? Also 1st screen says CF disabled and second had 2 gpus enabled does that have anything to do with it???

1. Go to CCC upper right corner select "Restore Factory Default" then uninstall Catalyst package by using "Express Uninstall".

2. Shutdown PC and swap the cards around, meaning rotates the PCIE slots first/primary card to second and second as primary.

3. Turn on PC and install Catalyst 11.9 +CAP3 http://sites.amd.com/us/game/downloa...n_win7-64.aspx

4. Use GPU-Z to monitor both GPUs temperature and usage (load %) in separate GPU-Z as your screen shot.

Does this fix it?

EDIT:

GO INTO BIOS TO SELECT THE PCIE SLOT TO FIRST INITIALIZED DEVICE WHERE THE PRIMARY CARD OCCUPIED.

I had the same issue with my 2X 6970's and under CCC look at the tab for Cross Fire and if it says to install the 2nd bridge connector, power down and install the 2nd bridge connector, it worked for me with 11.9 oddly I did not have the issue with 11.8 or earlier...
