Yet Another New Build Question

I've got an ageing PC. You can see below. I'm on a student's budget too, I get the equivalent of about US$100 monthly to spend on myself. Now, over the next 6 months (hopefully), I'd like to upgrade.

Obviously things that are going to be changed are the mobo, CPU, RAM, graphics card and a case. The rest I'd like to keep as I've obtained recently: the PSU is only 3 months old.

Any suggestions from the always awesome OCN community? Should I wait for Ivy Bridge or something?

Note: I currently live in Mozambique, so the parts WILL not be available here. I can however purchase them at a higher than average price (in neighbouring South Africa) or...import them from US or Europe (but that
would require sending it to an OCN member's address, after purchasing it online of course, and then sendingit here via DHL or something similar: lots of complications).

Note 2: Should I build an HTPC with the old parts?

If you are short of money i'd suggest selling your parts to help yourself out.

Ivy Bridge will be expensive so i'd steer clear of that too. Maybe have a look at buying second hand, you can pick up cheap i7s and X58 motherboards. There are loads of those in circulation and a GTX460 would keep you in good shape for a good few years.
