To make up for the decrease in supply manufacturers will probably just stop shipping their goods to China. No more high quality smartphones, TVs, or computers for the Chinese, since they are all made in Taiwan/Japan.

The US has rare earth element mines available, we just haven't been mining because it was cheaper to get them China. So we won't run out, we'll just be seeing higher prices.

Yes but China provides over 95% of the world's rare earth elements. The rest of the deposits are scattered geographically over various locations throughout the world.
