canadian prices are usually always higher. the stock cooler for the 5970 was garbage and stock temps were close to 100c if not more. The cooler he is selling it with keeps the temps around 28 idle and 60-65 max so that should increase its life by a lot, if it has not crapped out yet and he is not pushing it there's no reason it should, however it is completely random with hardware. Looking on ebay and other sites the 5970 is priced in the range of 400-500 with stock cooling and that cooler is about 80$ so the price is not to bad if you take shipping and taxes into consideration. All depends on if you want a warranty and slower card or no warranty with a faster card and cooler temps.
