try it with just the 20/24 pin power, 4 pin power, and front panel power/led connector

unhook all drives and usb ect cables
see if it turns on

probably the connector your fingre is pointing to

looks like a 9 pin conector (10 pin with 1 keyed)

make sure your not using a usb or fp audio connector for it

When testing hardware keep it simple as possible, your board has a onboard cmos speaker. Remove all your ram, un plug all connections to your motherboard other than your atx (24 pin lead from psu) and your 4 pin cpu power.So all you have is the bare board cpu 4pin and atx 24 pin connected. Grab a screw driver and run them over the front panel header (where you connect power button and reset button). Once you have powered the board up there should be a series of beeps.

Dont stress about putting the screw driver on any particular pins, dont think to much into it its as simple as I've wrote . let me know how you go from this point on.

Give me half hour or so I'll find a hp or compaq board and set it up. I'll take a pic for you

I doubt this is the problem as the system has only failed since trying to rebuild the system.

Hp/Acer/Dell all these types of systems use very reliable power supply's because of there warranty's they offer.

is the psu plugged in?
psu power switch on?
is the power strip on? test it with something else

unplug everything from the psu
plug in 1 fan
use a paperclicp and connect the green wire to a black wire, to turn on the psu
if the fan spins the psu works
