Windows XP SP1 VM 100% CPU Usage?

Okay so I found my SP1 disc of XP Pro and I wanted to install it on a VM. So after I did so, I noticed it was really slow starting up and using. So I opened task manager and found out the CPU is at 100%. Odd. I just installed it. I later installed some updates and Chrome and now its still 100 but sometimes jumps down to like 50 or 69% but shoots back up within a millisecond to 100. (Pics provided below) Does anyone know what could possibly be causing this?

Give it a second cpu thread. I have that happen a lot in my vm's if I have 1 thread.
