Well, DDR3 RAM is quite cheap nowadays, you can get a 4GB (2x2GB)1600 Mhz kit + 2GB stick GSkill Ripjaws for a very good price (check Newegg). I don't know if kits with 3 sticks are still widely available, but they should also be affordable.

As to the CPU, the cheapest is the i7 920, second hand, which can easily be overclocked. I don't know how much one would cost though. Try asking in the appraisals section how much the community values them at. If he wants to buy one new, then an i7 950 like the one you have is the way to go.

An i5 might do you fine too but yeah...

You're bottlenecked pretty badly. I had an Athlon II 250 w/ my 5850 and after getting my 965 my framerates doubled in a lot of games.(35-70 in Metro 2033 @ max)

You have a far better GPU and an even worse CPU... so yeah. I'd help...

Are you saying you can't run as high of gfx settings with the card in his machine? Does dropping the settings (AA, etc) allow you to run things just fine then? If so, then that actually suggests against the notion that it's a CPU BN causing the issue. Because normally you can't get rid of a CPU BN by lowering gfx settings.

BTW, what games are we talking about here, exactly?

The 2 games I saw him run were witcher 2 everything maxed except uber sampling, and COD black ops with everything maxed out. I ran witcher 2 in my sig system with that card before I went sli, and got about a 48 FPS avg. He never got over 20 while I tried it.

It's the CPU. Even the 2.3 Ghz Phenom can't match the Q6600, and the Q6600 at stock already bottlenecks a lot of games. He can buy a Phenom II X4 955 or a 960T and overclock to 3.6 - 3.8 Ghz, and he can keep the rest of his system as it is. That will still bottleneck a bit in some games, but it will be a major difference to his Phenom 9600. The 955 or 960T should be good for another year with the GTX570.

So how much would him getting a Phenom II X4 960t and 6 gigs of decent 1600 ram help him out? He is wanting to get this running decent and then give it to his son when he does an entire new build after tax season. He doesn't have to be able to play BF3 maxed out, but right now it's looking like he won't even be able to play it at all.

What motherboard is he using? A PII X4 would be sufficient to run a GTX 570 with no problems.

I don't know. The cpu he has now is a 9600, and someone said a phenom would work with it.

Try and find out from him. If its a socket AM2 or AM2+ it might make a big difference.
