Sounds like it, maybe the stock Intel fan maybe is malfunctioning? I'm at a loss

He went from 80s to 60 to mid 60's just by reseating... Something in that alone does not seem right. Take a picture of the pushpins of your cooler in back of the MB . Take a picture of the amount of tim. IF its your heatsink one of those 2 things seems to be your issue (I would say fan as well, but with the temps jumping around it seems like a seating/tim issue)

Without the above pics you will be limited in the advice anyone can give (short of get a new HS)
