Not enough RAM (IMO). I cannot comment on the CPU Cooler as I have not used that cooler to cool any SB CPU's.
Everything else looks pretty solid.

the Hyper 212+ should be able to get you too 4.5ghz so that's fine.

For mobo may I suggest the Asrock Extreme 4 Gen3.

You should get 8gb of RAM and maybe get G.Skill. They have some pretty awesome RAM.

PSU is good but overkill. Could get a good 400w and be fine.

Not true at all. I run out of 4gb on games all of the time with nothing else running.

Ram is so cheap right now I would get 8Gb, but truth be told I never once had a problem gaming when I only had 4 gig (using W7 64 bit too). So I am sure you will be fine.
Nice gear in there too.

Both will run overclocked 560 TI's without a problem so get whatever you want. As for HDD's they don't draw TOO much power.

On the 650w unit you can overclock those cards to the max. You can even overclock you're cpu to 5ghz if you wanted to.

Edit: I see what you're saying. You can run a slightly overclocked GTX 590 or a 6990 on it. Just don't touch the voltage. Or with you're cpu at 4.0ghz you can overclock the 590/6990 to the max.

1. Go for 8GB of RAM. The price of RAM has really come down lately, and it's worth getting more RAM then you think you'll need.

2. I recommend that you add on a small, cheap SSD. It will make a very large and noticeable performance improvement. You can get decent cheap ~60-64GB SSD's for ~$100.
