The corsair H100 series is $99 (I think on newegg?). Defiantly a good buy for a good cpu cooler. Everything else I would recommend has already been mentioned.

As far as a case fan goes, I'm not sure. I have some Zalman ZM-F3's I'm not even using but I heard they are good. I have some blue 120mm's but they seem kind of loud, I'm using them for my push for my H100 though.

Sound: Xonar D2X
Fan Control: NZXT Sentry LX
CC: 12'' Blue Cathodes
SP: Akasa Soundproofing
SSD: Corsair P128 / Crucial M4

Simple. List can go on and on.

Fans: Zalman F3's are very good, Blue LED too, or Akasa 1225's, they have 9 fins, push a heck of a lot of air on low.

Cooling: Noctua are okay, but H100 is best solution before going to a water cooling loop.
If you want really quiet fans theres nothing better than a Nexus 120mm Fan, they even say so on their branding that they make the most quiet fans.

Because sandy bridge motherboards will support ivy bridge. So you put an ivy bridge cpu into your 1155 mobo and you can use pci 3.0. I really dont think that PCI 3.0 is going to matter though. Video cards dont even use the full bandwidth on PCI 2.0. He is probably just wanting to get a newer series video card for better price vs performance. If you can hold off until 79xx series, Im sure they will be awesome.
