1.55v is actually considered safe for Phenom II. Even then I think it's a little conservative, Phenom II is a tank for voltage and could probably even fare well on 1.6v+. But, the general consensus is 1.55v for 24/7 clocks.

What Dopamin said. Most phenom II chips will reach there 62c thermal limit before you go past 1.55v but I would have no problem going up to 1.6v on the right cooling.

Yeah 1.425 won't be an issue. In fact I think the early 140 watt C2 phenom II's shipped with a stock voltage around that. You have plenty of headroom

Heck, if you've got the cooling for it dont be afraid to push it more than that
I've seen people that use 1.6v 24/7 without much trouble

Nah, 1.4x V is where I'm gonna be at for 4GHz, now if someone says 4GHz isn't gonna be enough for games in three years from now then screw it, I'm spending the money on something else.
