So do you have a 6970 or unlocked 6950?

Do I need to set mine to 20% higher?

I'm running Bios 013.011.000.014.000000 with a release date of December 15th 2010.

It could be a missing chip on the PCB, as there are chips on the other side of the solder points. I have HT disabled, catalyst 11.10 + cap 4, even at stock voltage I have the stuttering problem. It occurs in Metro 2033 and L4D2 as well.

Although it maybe a revision, I strongly doubt it considering this is a relatively new PCB. And just because it works now does not mean it will not have problems later that maybe the result of those missing solder points.

According to reviews of the card, there is alot to gain from the +20% mod even at stock clocks and shaders. If you unlock and overclock there is even more to gain.
If you do not feel ok doing the mod yourself, you can contact Sapphire and they will send you a DL of the new BIOS.

Not assuming you were going to, but hope you're not planning on flashing a 6970 with the BIOS linked here a few pages back... as that was just for the 6950's and is not actually a 6970 BIOS. Just thought i'd give you a heads up incase

One of the first things we noticed about the SAPPHIRE TOXIC HD6950 was how slow it was running. Due to an issue with the current BIOS, PowerTune was throttling performance to stay within the cards Thermal Design Power (TDP). When the BIOS fix is available, you can flash the BIOS (and there will be two BIOS's, one for 1408 Shaders and one for 1536 Shaders BIOS switch) and then you can leave PowerTune at default.

The specifications are impressive enough but we ran into a wrinkle during testing. You see, by default, the card is set to run at 880MHz core and 5,200MHz memory when gaming, which all makes sense. However, load up a game and the performance isn't quite what it should be, going by previous results obtained from Radeon HD 6950/70 cards. Examine further and it transpires that the TOXIC card constantly modulates the core frequency when under load, something which shouldn't happen unless it's crossing some power threshold. Sapphire informed us the card needs more power than a regular HD 6950 2GB part, meaning that AMD's PowerTune Technology kicks in when gaming, and this is why the core clock's frequency changes constantly.

The only way around this is to delve into the Catalyst Control Centre, enable Overdrive, and then manually set the Power Control bar to +50 per cent. Doing so increases the amount of power deliverable to the board before it begins throttling the core frequency. Testing shows that having a +50 per cent rating enables the TOXIC to run at 880MHz core during gaming.

We're surprised and disappointed that users need to manually configure the control panel before the card attains the stated (pre-overclocked) core frequency; it should be taken care by a revised BIOS and Sapphire-specific Catalyst driver. Sapphire's Radeon HD 6950 TOXIC 2GB claims to be the world's fastest card of its kind. That's true enough, we suppose, but one needs to jump through unnecessary hoops to ensure that it does run at stated speeds. Sapphire's Radeon HD 6950 TOXIC 2GB graphics card is a strange beast. Look at it from a specification sheet and it has all the bases covered - a super-high factory overclock, decent cooler, and competitive price - but closer examination reveals not all that glitters is gold.

One needs to manually change AMD's Power Control settings, increasing power-draw, in order for the card to function at the specified (in-game) 880MHz core speed, which seems counter-intuitive. Perhaps this is AMD's fault for setting too-conservative ratings, but whatever the case, Sapphire should release an updated BIOS and specific driver for this card, we feel, as going through this extra step is wholly unnecessary.
I'll try to simplify that long worded explanation and add something easier to understand to the Front Page on it, OrangeBunnies also had a bit on it,
and I added his explanation to the >>> List of Fixes for Known Issues <<< section.

just another quick update on that mod from the vga forums incase anyones interested.... he said:

"I'll send a quick email to the techs too, see what they have to say about things. If I get any info not under NDA, I'll post it up as per usual so that people are aware of things .. Don't know how long it'll take them to answer though, as they do get pretty busy in the tech dept., so all I can do is wait til they get back to me. "
