Unfortunately yes, he will need to buy a HDD.
To be honest I think Microsoft may be regretting this move. In a move to make the 360 financially make sense against the high RRP of the PS3, they made some very budget SKU's like the basic model which came with no HDD.
Now these very same users are pretty much limited in regards to most future games. BF3 is only the start of things to come, game textures files are only getting bigger and bigger. I think MS will be doing some bundle deals in the future with HDD's and games like BF3 in order to pull back the crowd.
In all fairness though, a 20GB Xbox HDD costs next to nothing these days. Although for people unaware of the situation it would be very frustrating to pay such a high tag for a game just to get home and find your machine cannot utilise it to its fullest extent.
Although I'm not sure you can even add a HDD to the slim SKU's. If that's the case I think MS will have a lot of unhappy campers.
