I'd try a different approach since everything in Windows just hangs. Try something like a bootable disk erase utility. A few I know of are dban and a Linux Live CD. You might also try putting the drive in a different computer (if available) and see if that makes a difference. I don't know if any of these ideas will help but I thought I'd throw them out there anyway. The alternative is throwing it in the trash so it's not like you really have anything to lose. You could also look into some free bootable disk formatting programs.

i do own a copy of hirens boot cd and nothing hangs when using it its justs a case of looking for a program to fix the thing.. i will check a few of those out
