Who is to blame?

So i have a Phenom II X4 BE 955 3.2GHz and an AMD Radeon HD 6870, I can play all games at 1080p maxed but whenever something for example:
- BFBC2, Blow up a tank, Building collapse, something big happens i get this nasty frame rate drop then when the "huge moment disappears" fps goes back to normal.
- Black ops i can run maxed out but when i have shadows on i get random frame rate drops that last about a second.

Is this a result of a terrible GPU or terrible processor?

Can you provide more detail about where your frames dip? I run the sig rig on BC2 maxed at the same resolution (albeit my 5850 is at 850/1200) and my frames are around 70 and dip into the forties.

SPUF recommends that you disable shadows in BOPs, due to glitchyness. And those events in BC2 should be CPU-intensive, methinks.

BC2 runs great at 1280x1024 maxed for me. Not 1080p though, don't have a monitor like that. Your specs whoop mine.
