It doesn't really make 100% sense. If you load all rails equally, then yes. But in a real life scenario this will never happen. One rail will be loaded less, while another will be loaded more.

Sorry to bring back suck an old topic, but I am having the same problem. I have been running my system for about 2 years now with no problems. This just started about a month ago. I am thinning its the PSU or the video card, I have run stress test on both the gpu and cpu and it does not crash. It truly is random with no rhyme or reason I can see. The computer will just shut off and cant get it to turn back on until I either unplug it and plug it back in or toggle the power on the back of the psu. I am going to try moving the plug to another power strip or direct to the wall to see if maybe the power strip is it. I have a Thermal take 700W psu and I thought it was a good one I paid good money for it at the time, but I am no expert on psu so I could be wrong.if any one has any ideas or can confirm for me that it is the psu, the overload makes sense, I mean a bad gpu or ram would not require me to power cycle the psu if they where the problem right?

What are you doing when it shuts off, is it a certain program or random? Do you have an overclock on the cpu/gpu?

Well right now I just did a clean install of windows to make sure it was not OS related, so I am just reinstalling drivers and software. It just happened and all I was doing was browsing this website. But it happens when I am doing anything, while I am gaming while I am watching youtube videos, I don't have my CPU OC right now it is at stock speeds, I do have my gpu OC but I just did that to try and stress my gpu to see if it was overheating and its not, the temps get high on the gpu while stressing but it never turns off while running any stress test on the gpu or cpu.

Either a short somewhere or the caps on the secondary are dead/dying (most likely).
Is it still in warranty?.. if not then open it up and check the caps on the secondary side, you should see bulging or even leakage (if the caps are to blame here).

I am nit sure if it is or not, I have had it for over 5 years now so I dont think so, I will open it up and take a look. How do I tell if its just a short and if it is can it be fixed, or should I just start shopping for a new psu now?

It depends on why and where is occurring, if the short is occurring because things touch each other where they shouldn't (this sounds so cheesy), it should be easy (and straight forward) to fix.. But first open up the PSU and check the capacitors in the secondary side... it would be best to take a couple of pics and upload them, but if you can't do that, just look for bulging (the top of the caps should be swollen).

I am at work right now so I cant open it up right now, but as soon as I get home tonight I will open it up and take some pics and up them.

I was not sure what I was looking for. It was pretty dusty,I cleaned it the best I could I ran out of air.

Can't tell from the pics, it's not your fault though, the secondary side caps are situated under the largest heat sink (the one situated next to the wires/modular panel. You should be able to see them though, use a flashlight, tell us if they look bulged, like these:
