GTA 4 Graphics issues

I just bought gta 4 w/ the steam deal and have been having some issues.

1. Is there any tool that allows you to correctly use crossfire in the game? Because when i go into crossfire mode the game just goes full derp and doesn't let me turn the settings up beyond everything min.

2. What are normal fps for this game? I thought this game was old and easy to run? Everything on max w/ draw distances on max, one of my single 6950's is literally unplayable. Stay in the 20's and every couple seconds i drop to 0-10 for a second. Is something wrong?

try
-norestrictions on commandline.txt,
Meaning create new file call commandline.txt and type in -norestriction.
that should enable you to move your graphic levels up.

Also this is one of the worst coded games for PC ever made.
Although I can get it mostly above 50fps with V-sync On, it does dip into low 30s.

Have you updated it? GTA IV is horrible and almost unplayable without the updates. It doesn't matter what rig you have it will still be almost unplayable.

Okay I'm computer newbish.. what does this mean? lol.

edit: i created a text document in notepad and named in commandline.txt and typed in -norestriction and dropped it into the gta iv folder. still not letting me change it. I tried -norestrictions too. nothing.

I'm not sure lol did you get it from Steam. If you did then open Steam, click on Library then look for downloads and it should say GTA IV (even though you have downloaded it and installed) if it's not downloading then click the download button and then it should update
