This all is odd.
I had a Phenom II 555 at 4.0ghz with a 5970 and I had no bottleneck. I run about 50% load when gaming on the cores and the video card.
So a Phenom II 965 at 4.0ghz can handle a 6990, but with Tri CF I would also get a SSD drive for the OS and the games you play the most on it.
Remember
You not really going to see or bench higher FPS but it would keep your FPS for dropping in the game.

i5/i7 gets double the fps in some situations compared to bd @ 4.76 ghz.......

there's no way a ph ii runs 6970s in cfx w/o a major bottleneck. for tri fire it would be awful

amd fanboys think ph ii 955 is good w/6990+6970 tri fire

what a joke

stupid brand loyalty

which is irrelevant if you are still getting more than what your monitor can show

if he can afford 6990s he can probably go 120hz

120hz is becoming more common so this whole more than monitor can show is crap

not everyone uses vsync and higher fps do matter in shooters even above refresh rate

there's huge difference btw i5/i7 and amd bd, their flagship.

phii would be much worse.

That being said, you are probably majorly CPU bottlenecked.

You know, i,m not and never have bashed intel or anyone useing it, or AMD, and i thought OCN was here to help people with there questions and problems, but lately i have seen a lot of people who want to just bash everything possible and any body who isnt useing what they think is best, What a shame.
