This has been discussed before i believe. I think theres a problem with ESD with this method though.

Not really.

Those fans would require a gaping hole in your computer to work (They work by drawing air from behind them, not just pushing it out.) which I think most would object too.

Also, I don't think computer parts care that much if the air they are getting is choppy or smooth.

dont those just have a fan in the base?

As an AM03 owner, these fans are only viable through base induction and would be mostly ineffective in respective localized points(CPU or case fans). Also net/conflicting air turbulence cuts the fan throughput.
