Assuming that consoles stick to existing PowerPC architecture. I think he's just trying to get a bit of buzz TBH, as most devs do.

To be honest I am quite excited about the new generation of consoles; as I am hoping Microsoft increases its effort for it's own exclusive content instead of just Gears, Halo and Forza; and I am really pumped for Sony's amazing exclusive content.

Plus it gives developers better hardware to work with to make better games not only for consoles, but also better games for when they port them over to the PC (but they should really remember this amazing platform called a PC )

Depending how the console exclusives look a year or two into their launch I might actually pick both the PS4 and Xbox 720 up.

I would love a PS4 one way or another. Xbox 3rd gen would be nice as well not that I care about XboxLive and it's growing fees/user base that is dominantly 10-16 year old kids with nothing to do but play "zomg box 360" all day long becuase they don't work 40-60 hour weeks for a living...

If I was building the PS4 I would as it do the following:
CPU: Whatever they want... just make it 3-4 times faster.
System Memory: 4GB+ DDR3 1333 or better
GPU: equivelent or better than a GTX 550, with at least 512MB memory dedicated.

Everything else I could care less about... or... I want a wireless N wifi with 2-3 antennas... lol. Dreams are nice eh?

That's possible. MSFT originally intended for Xenon to be OoOE chip but IBM couldn't deliver:

If the next Xbox ships with an OoOE processor(which it most likely will) then developing for consoles would be like ticking a check box and you get insta-code

True a PS4 would just be awesome, one of the main reasons I stayed away from the 360 when I bought a PS3 this year was Xbox Live, and the lack of really good exclusive content. Wireless N wifi with 2-3 antennas? Dreams are nice.

To be clear, Dice does not release any details about next-gen consoles. The only thing of interest here is:

Dice thinks the next gen will be easier to merge into because dev are now familiar with multi threading and even multi GPUs.

And

Dice hint that the next console may be made of more traditional PC components.
