Optimizing fan speed for noise?

I'm currently working with the BIOS settings only. I have set the cpu fan to level 2 (of 9) with a target temp of 60C (the temp that triggers full-speed). I've set the case fan to level 4 (of 9) with target MB temp of 50C.

This has decreased fan noise significantly from the OEM BIOS specs (both fans set at high), and my idle core and MB temps are around 40C.

Is there a better way to optimize cooling (with the hardware I have) to keep acceptable temps and have as little noise as possible?

It is always a tradeoff.

Determine what makes the most noise, and go from there by setting target temperature higher and fan level lower.
