Well there's a lot of factors to consider. The most important one is how cold can you get it. The colder you can get it, the more voltage you can run through it.

For instance, I removed the integrated heat sink off of a 3500+ I bought, and after altering a CPU cooler to work with it, I was able to boot @ 1.92v (1.35v stock) and boot in to windows at 1.88V. Think I got that 3500+ up to 3.33 GHz.

I dont know anything about watercooling and im afraid it would leak,
why wouldnt there be a point in watercooling the gpus because im gonna
overclock them aswell

Not saying that WCing a GPU is a bad idea, I'm just saying that WCing older cards like the 260's is probably a waste of cash since the water blocks will be specific to that particular line of GPUs'. You should be able to get something out of them even on air. Just set up a good cooling profile in MSI afterburner and you should do alright.
However, you have to realize that 939's will simply bottleneck two powerful cards. It'd be better to get one more powerful GPU than to SLI. Aside from that, you'll need a pretty good OC on your CPU to take advantage of those cards. That's why I was saying it'd be better to WC just the CPU.

Not mention, adding GPUs' to your WC loop will just complicate things and it'll be more likely that your loop will leak somewhere. I'd suggest you start simply and work your way up. Not to mention water cooling can get fairly expensive the more you add to your loop.

For what little it is worth, I have the 260 in SLI and just upgraded from a Q9550 to 2600k and sadly it appears the old cpu was bottle necking the cards. Additionally SLI will increase your heat, so stick with 1 card if possible.

I think i could overclock the cpu enough to have it not bottleneck and i really wanna SLI the gtx 260s,
Do you have any other suggestions for cooling because i wont be putting this in a case so i will have tons of room. If i were to get a modded bios would there be any out there that would let me put my gpu to 2 volts, not that i would.
