Budget Basic PC Build Help

I am building a computer for my sibling. It will be a tight budget. The lowest would be the best. My sibling only needs it for absolute basic. Browsing and watching videos, maybe some HD video also. There will be no gaming, video edit, or any major things that require crazy resource.

I will need basically all the parts. This includes PC and peripheral items such as mouse, keyboard, monitor, wifi, and all the jazz. This is what I have so far.

Is this a good set? Is there any other cheaper/better options? Also I need recommendation on mouse, keyboard, and monitor. I don't need any high DPI mouse or anything crazy. Just a complete basic. Wireless would be nice.

There are a few AMD chips you can use like the Athlon's/ lower end phenom's or even an Intel 5700 is very good.

I would take the cooler master hyper tx3 or 212+

That processor seems quite weak, that is why I am kinda iffy on this build. If you guys have a completely different setup, please post. I would like it in the similar price range.
