llano is built for people that need a mixture of graphics and processing power, it is a simplified GPU for low-mid level graphically intensive games. He is only watching 1080p videos, there is no reason to buy something he is NOT going to utilize, it is over spending. the llanos are still slightly overpriced for what they offer, you can get an athlon x 2 and an onboard gpu and it will be cheaper and better.
As for the upgrades go, if he really cares about upgrading he can get an AM3+ board for faildozer. The new APU processors (piledriver) is based off of bulldozer, so we will see how that will turn out.
The original post, said he wanted the lowest possible build that will fit his siblings needs. Getting a llano is absolute overkill. Where a simple athlon x2 and onboard graphics are perfect for the needs of his sibling.
