let me see if i can explain to you.
the 8x8 and 16x refers to the speed the videocard "talks" with the motherboard/CPU. normal video cards would probably only use 10x of that 16x bandwidth(in non-crossfire/sli mode), so you would have and extra 6x for nothing.
when you have 2 video cards, each would WANT to use 10x. but you only have 8x for each, so you end up with 8x8(16x). each card works a bit slower, but combined they work faster then a single card(10x).
NOTE: what i said is not accurate, its just much easier to explain this way, then what it actually does.
