Rockstar generally does this, and it's annoying. Every GTA since 3 has taken years to come to PC; by the time the game comes to PC I don't care about it anymore. I still really don't understand why developers don't develop FOR PC first, then port everything over to consoles and downscale as needed. Instead, they go through the headache of porting to PC, and then their title is horribly optimized since it is mostly built for PS3/360 and the visuals are horridly outdated for the current PC hardware.
Because it isn't worth it... Given the hardware, PC games don't really look all that great relative to console games. The mere fact that you even think it's as simple as "down scaling" shows your ignorance on the topic at hand.
GTA has always sold more on consoles so it should be the preferred platform.
BF3, Valve-games sell more on PC so it should be preferred.
