Orange stuff in XSPC water block

Recently I took my dog for a walk around the neighborhood on trash day. One house had a mostly picked apart CM Storm Scout next to the trash. It had some water loops and the water pump was still there. Looks like the XSPC X20 750 Dual Bay 5.25.

So I rang the doorbell and asked the owner what happened. He told me that it leaked and I guess it destroyed his computer. He said it OK if I took the computer.

So I took it back home and noticed that the water block had some weird orange stuff inside. I tried searching OCN's forums for any info on it but no luck.

I have several questions for you WC guys:

1. What is the orange stuff? And is it cleanable?

2. There's a molex pin on the water pump. Could it be fried? And is there a way to tell that it's fried?

3. For any PSU guys out there the PSU was also inside. 850W 80 plus bronze certified Kingwin. Could that be fried as well, or do I need to test that with a multimeter?

I have some pictures. I apologize for the quality, it was taken from my phone. If you can't see clear enough I can take some with a real camera.

Looks like he used an orange dye. It could have been so under maintained that the die was also allowing algae to grow with the same color.

Any burn marks on the molex? Can you take apart the pump\
es and check the seals?

Odds are it leaked a little onto the motherboard causing a short and everything else in the PC works just fine.

I think it would be safe to assume the leak was over the PSU and it is toast, but it couldn't hurt to test it. As for the orange, anything is cleanable with determination . although the pump probably has the same residue inside of it, but running it in a bucket would give you the lowdown on if it's fried...

A Rasa pump huh? looks like it might be some cheap dye or rust.
To test the psu take the 24 pin con. and jump the green wire with and black wire using a paperclip. Put some water in the pump and plug it into the psu plug it into the wall and lets see what happens. If nothing unplug and find something you know is good to plug into this psu
