Turns out running Dual channel ram with horrible timings was holding back my CPU bottlenecking my 6990.
Before with Dual channel:

After swapping my ram sticks to Triple channel: Notice My FPS nearly DOUBLED in performance. Notice the 99% CONSTANT GPU pegging

Also as for Gulf Of Oman my game no longer dips into the 50's-40's now runs SILKY smooth. These were the absolute lowest FPS drops I could find I checked several spots on the map.

Up to last night, I had NO idea that ram was so crucial with overclocks and gaming performance. Mind you I'm still running Triple Channel 6GB 1600Mhz Corsair Dominators.
And REGARDLESS of drivers I had the same exact performance from 10.xx-12.1 which I'm now using 12.1 + CAP 3 no stuttering no lag.
I'm very pleased with the outcome, and the game runs flawlessly now my FPS runs true to Tom's Benchmark even in MP.
7990 in March here I come.

How do you have such high FOV? I set mine all the way to 90 in game and it seems like you can see more of your gun than I can.

Is there an additional place to make it bigger? ini?

Oh and ya, if your system is designed for triple channel, why would you run dual channel?

Triple channel was one of the worst ideas ever conceived IMO.

Ive come to terms with the fact that I wont be able to play this game on ULTRA even with 2 5870's, so ive toned it down to high and 2X AA, and it runs 60+ fps. I can play at ULTRA, but it dips down to the 30-40 fps alot, and thats just unplayable for me (and a huge distraction when you are used to 60+ fps).

So its nice and smooth but I dont get ULTRA which is kind of a disappointment.

Maybe once the 7990 comes out ill get one smile.gif.

If anything Im glad I switched it to Triple channel my system runs stronger faster than ever. All of my scores, FPS, perfomrnace etc has improved in everything such as games, benches etc.

Also as for my FOV I just have it set to 90 with everything at Ultra I don't know if Ultra affects anything but I swear I remember my FOV being lower when I was running a 5970 @ High across all settings, because there was major issues with Ultra using more than 1GB VRAM.

I'm using the 12.1 Preview drivers with CAP 3 and I seem to be getting the same performance regardless of which drivers and CAPs I use. To get get any kind of playable fps I have to use the default medium settings which gets me about 46fps on average. Specs are in my sig and I'm playing at 1920x1080.

Anyone have any ideas on how to fix this or improve performance?

Yea so I just install cat 11.12 and 11.12 cap 1 and it is the worst most choppy stuttery thing I've ever seen. I have never seen performance go so far in reverse in my life. I hate amd

You are running a 2600K at 4.5GHz... i'm running a 2500k OC'd at 4.0GHz.

Thinking I might go up to 4.4GHz. I would upgrade to a 2600K, but i'd rather wait for ivy bridge.

And yes, I can play ultra, but I get alot more little hitches during explosions and my FPS drops to like 30 or 40 sometimes.

Im the kind of guy that prefers smooth gameplay over incredible graphics, although ultimately I would prefer smooth gameplay AND incredible graphics.

Keep in mind AMD cards right now have a problem when buildings explode. The fps dont drop but you feel stutter.

reply i had :

And as for that link, ( link to kosai's thread ) it looks to me like the person was only using 2 sticks of ram on a triple channel system being he was using socket 1366. I don't know to much about it but I would think if you were only running two DIMMs when you are supposed to be using three DIMMs in triple channel to begin with that could be the problem.

You run dual channel on P67 and triple on X58 and quad on X79.
