Problem with computer turning on.

Hi I am working on a friends computer and need help.

The computer's fans and lights turn on but I am unable to even reach bios and nothing comes up on the screen. I also don't hear the hard drive starting up like it normally did. The motherboard says CO on the diagnostic led. I was thinking it has something to do with the RAM but switched the sticks out and nothing changed.

Its a LanParty motherboard and an AMD Phenom 2 x4.

Any help would be greatly appreciated.
