OP, do you pass Prime? Also what are you heat levels? Maybe the CPU throttles or runs unstable.
Yes my processor is at 4.8GHz right now and I have primed it for over 8 hours and it remains stable. Memory is stable as well. Heat on the processor is about 65-70C under 100% load yet only about 50C during the load while playing games that this happens in such as in those scenarios.

Yes I have tried this as well, I have recreated similar circumstances and changed the viewing angle as well as distance to extremely far. The interesting thing is that as I zoom out further my FPS drops but my usage stays the same.

game is well optimized and does not drop to 10FPS @1024x768 unless you play it on an ancient PC, or have an issue
The interesting thing is that I upgraded from a Q9450 @ 3.6GHz and a 9800GTX+ and when put under the same load at lowest settings it would give higher FPS with full GPU usage. (This rig gives under 10 FPS @ lowest settings in that situation with GPU usage around 5%)

I specifically chose this map because it was the first I could find with units that all had individual light effects to maximize GPU stress without having to open the map editor. The only way to get mass amounts of these units was to use singleplayer cheats. Also I am sure if you read the previous posts in this thread you would know that I tried this with the lowest settings possible and still get the same problem.

Sorry for the double post but I have also noticed that when running this exact situation that even though my CPU usage is not maxed out on any individual core I experience typing lag. I have tested this in other games as well a few minutes ago and have noticed the same issue.

Milkolate, more specific? What do you do that causes the input lag?

Low FPS w/low GPU usage is pretty common in general when playing online games with lots of units on screen. I know people complain about it w/WoW all the time, and BFBC2 has similar issues ... I dunno if it's some kind of internet or nic-card related bottleneck or what, but it's just not really an uncommon phenomenon, generally-speaking.

Now, I'm not going to say this is for sure the issue, but the reality of the situation is that the usage on the individual cores of your CPU (as seen in the default task manager view) doesn't really tell you all that much. It's not an accurate representation of what's really going on in your processor. For example, s

A better way to study usage is to pile all the cpu usage onto one graph (one graph, all cpu's view), and check to see if it's tapping out/hovering at 25% (which means the game is coded for one core if you have a quad, 2 cores if you have quad+HT, and that that one or two cores is being maxed out), 50% (2 or 4 cores), 75% (etc), or 100% (etc).

Alternatively, it could just be a bottleneck in one of the graphics card's subsystems aside from the point at which the gpu usage % measurement is being taken ... like memory bandwidth being tapped out, or fillrate, or there's excessive texture swapping going on ... either within the card's memory banks, or even between system ram and vram ... which, btw, is still happening, even when you're not 'using' all your vram according to a tool like Afterburner.

Basically there's lots of other subsystems of the graphics card as a whole that could be involved/taxed by so many units. The GPU usage % is far from the end-all, be-all measurement of your gfx card as a whole.

Similarly, the CPU usage measurement you see in Task Manager ... is also only looking at one specific subsystem of your overall processing mechanism. You could, for example, be getting a ton of cache misses, causing a lot of fetching from the system ram to the CPU. This would cause the CPU usage to look low, due to it being bottlenecked in a spot different from the usage % measurement point.

Yeah, SC2 is a dual-core game. But still.. 10FPS.. And mind you, OP's issue occurs in singleplayer environment as well, so internet lag is out.

Yah, 10fps seems a bit ridiculous ... I was giving like a 30,000ft view of this type of situation in general, rather than really studying the particular gaming scenario at hand. Wish I had a more helpful/useful answer on how to fix it, but aside from the obvious stuff ... I really dunno.

I've also dealt with this kinda thing a lot of times ... the Witcher 2 does this to same thing to me in large camps w/lots of NPC's and fire's burning, etc. And it happens even if I lower all the gfx settings ... pretty sure it's also a dual-core game, and it's ultimately being caused by something CPU-related. But I've never been able to fix it.

You could always try a fresh install of windows on an extra HD you have laying around. Just put on the most basic drivers and the game. That way if you still have the issue, you know there's not anything wrong w/your software/OS environment on your main install ... or if the issue goes away, you know what you need to do
